For entering into Rohtang you need a permit.

No vehicles are allowed on Tuesday as the day is kept for Maintainance of Rohtang pass.

For permit, You have to apply it online using the Kullu administration website.

You can take a private taxi and state buses from Manali to Rohtang, it is almost a 2-hour ride.
